This bushing is made to replace the one that that goes directly on both sides of the front hub.
This item often will come loose in brand new bikes and lost in shipping. The bike should never be ridden without these spacers or the front hub will be wrecked.

If the customer gets a defective one just request a new one be sent. The old one can be just tossed away by the customer. If it is scratched or visually tarnished it should have no effect on the usefulness of the product. Off offer them a partial refund in this case...if this is not acceptable just send them a new one.
